About Us

The Central Provincial Public Service Commission functions as the main organization for providing services for nearly 55,000 Provincial Public Officers who are belonging to the Ministries, Departments, Institutions and other service supply institutions of Central Provincial Council.

In terms of Section 32 (2) of the Provincial Council Act No. 42 of 1987, the Central Provincial Public Service Commission is vested with the powers of appointment, transfer, dismissal and disciplinary control of Officers in Central Provincial Public Service. Central Provincial Public Service Commission was established on 12.10.1988.

The constitution of Public Service Commission consists of members of not less than three; meantime, Hon. Governor nominates one of them as Chairman of the Board. The membership period is limited to 05 years and a member can be appointed only for 2 times (10 years). Accordingly, Hon. Governor at present appointed seven members including Hon Chairman.  A staff of 34 officers with the Secretary, 03 Assistant Secretaries and 01 Administrative Officer is approved to the office of the Commission.

Delegation of powers

In terms of Section 32 (2) of the Provincial Council Act No. 42 of 1987, the Governor of a Province may, from time to time, delegate his powers of appointment, transfer, dismissal and disciplinary control of officers of the provincial public service, to the Provincial Public Service Commission of that Province.

In the Provincial Council (Amendment)Act No. 28 of 1990, Section 32 of the principal enactment is amended as shown below by adding a new paragraph immediately after subsection (02) thereof.

“(2A) The Provincial Public Service Commission of a province may, subject to such conditions as may be prescribed by the Government of that Province, delegate to the Chief Secretary or any officer of the provincial public service of that Province, its powers of appointment, transfer, dismissal, and disciplinary control of officers of the provincial public service”

Accordingly, the then Hon. Governor of Central Province Mr. Premachandra Imbulana, as per Provincial Council (Amendment) Act No. 28 of 1990, delegated and empowered the Central Provincial Public Service Commission to discharge its powers of appointment, transfer, dismissal and disciplinary control of Officers in Central Provincial Public Service, to Chief Secretary of Central Provincial Council, Governor’s Secretary of Central Province, Secretary to the Provincial Public Service Commission of Central Province, Secretaries of the Ministries of Central Provincial Council, heads of Departments and heads of Institutions. When implementing the powers as mentioned above, under the title of staff grade officers in section (3) clause (A), the power of disciplinary control was empowered to the public service Commission. If this Commission acts as the disciplinary authority, it cannot function as the appellate Authority of the officers of that category. Therefore, on approval of the Hon. Governor dated 10.09.1997, the Chief Secretary of the Province has been authorized to carry out disciplinary inquiries. However, the power of acting as the appellant authority was not decentralized and it is owned by the Provincial Public Service Commission.

 

Functions of the Commission

The duties of the commission

  1. Maintain the establishment activities of officers where the appointing authority is the Central Provincial Public Service Commission.
  2. Formulation of scheme of recruitment and promotion recruitment schemes in cooperation with appointing authorities for all the posts existing in Central Provincial Public Service identifying temporal requirements under the powers vested in terms of the 13th amendment to the constitution and Provincial Council Act.
  3. Conduct recruitment, efficiency bar, departmental, confirmation in post and promotional examinations in due time, in accordance with the provisions in the approved service minute and schemes.
